NESAP provides emergency assistance to qualified Carroll County residents with their heat, electric, water and sewer bills. Clients meet with the Director or Program Manager to discuss their needs and NESAP's guidelines. Referrals are also made to MD Energy Assistance Program for ongoing energy assistance.
